Well the issue here is that the UK, had it had a referendum on whether to go to war, it would probably have said no, certainly the party in charge would normally have said no, but Blair said yes, and it wasn't Blair getting blown up. But this is democracy, and the way people vote changes the decisions made, so...

Belgium and France didn't even go to war, though France DID go to war in Libya, so.... but Belgium, even the Brussels attacks were supposed to be on France, but changed at the last moment. The US though, well... the US started this whole thing, and isn't bearing the brunt.

And you can keep going back and back and back until you find that the root cause of the problem lies with British and French imperialism, which the US decided to take over, in a manner of speaking.

So, Clinton didn't take out al Qaeda, so how did al Qaeda come into existence in the first place?

Well, al Qaeda was set up in 1988, by people like ibn Laden and others who fought against the Soviets in Afghanistan, where the US funded their weapon supplies. Oh, gets interesting. So, perhaps had the US not supported the Mujaheddin, then perhaps al Qaeda would have been wiped out, or perhaps had the Soviets not invaded Afghanistan it wouldn't have happened, or perhaps had the British not invaded Afghanistan or control British India it wouldn't have happened.
