No. Nor does the RCC for that matter so the point is moot. However, if that is how the RCC actually defines Catholicism then, yes, it would be. In general, as I understand their position, the RCC does not accept someone that supports abortion. Not actively advocating to make abortion illegal is not the same thing as supporting abortion. Biden openly supports abortion and sees it as a good thing. That is counter to RCC dogma.
 
Does this apply to the Death Penalty as well? The Catholic Church's position on life is unimpeachable.
The death penalty is applied to individuals who consciously murdered. An unborn baby is innocent.

You cannot be pro life and pro death penalty. If you are pro life you oppose war, the death penalty, and you oppose abortion. This isn’t a self-service buffet. You don’t get to choose who’s life is more worthwhile

So why should religious doctrine determine domestic policy in a secular nation? If we let that happen we are no better than half the nations in the Mideast where religious leaders run the country.
