Since the original construction of Russian land based nukes they have not upgraded or refurbished them. (Which is an expensive process running into the billions).
The USA spends 50 billion/yr on just maintaining its nukes....not the entire military budget which is a much larger number.
Russian military entire budget spending prior to 2020 was 50 billion dollars/yr and has more land based nukes than the USA. (Meaning they are not going to work.)
Now with Russia losing two Naval bases that remain thawed out year round....they are in real trouble.
Stop killing Ukrainians in an attempt to get all of Ukraine, would be my negotiating position, informing the Ruskies that accepting this concession will mean we won't keep sending long-range weapons to Dictator Zelensky.And what compromise is Russia expected to make?
