Congress not the President controls Immigration.

Article I section 9

Section 9

1: The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a Tax or duty may be imposed on such Importation, not exceeding ten dollars for each Person.

THE UNITED STATES CONSTITUTION - We the People

Further the President is required by law to enforce ALL laws of the Land. Not just those he agrees with. He does not have the power or authority to ignore laws inconvenient to his desired position. Nor does he have the authority or power to change said laws.
