When the "payroll taxes" from Boomers began flooding the SS "trust fund," Congress simply couldn't resist the temptation to buy votes by dramatically increasing the monthly SS stipends, adding a COLA provision and adding DISABILITY pensions, which were never a part of the concept. When they took those steps it was inevitable that the "trust fund" would go broke when Boomers started to retire.

I have paid into SS since I was 17. Why shouldn’t I get that money back when I retire as I was promised?
