I keep seeing this but would like one of you geniuses to tell, or show us how an E.O. is financially self funding, since all funds originate with THE PEOPLE, and are controlled by Congress!

Correct. The president cannot make law. He can only carry out the law as passed by Congress.

Guys, I answered your questions. Yes, the pres can do it, and, no, the Congress can't interfere with money because (1) it is self funding, not taxes and (2) he controls the protection side of it.
