Because we all know that the most common metric for inflation is percent increase in prices over the last year.

But more to the point, deflation is toxic to economies and trying to achieve deflation is a bad idea. Way better to increase wages to match inflation.

Fluctuations are minor but minor fluctuations can distort inflation when it's only 2% per year.

I agree that food prices aren't that volatile but energy prices can be.
