Feds investigate Calif. shooters' other potential plots
December 10, 2015 | WASHINGTON — Federal investigators are continuing to review information about other possible attack plans involving the San Bernardino shooters, based in part on interviews with the man who provided the two semi-automatic rifles used in last week's assault that left 14 dead, a federal law enforcement official said.
Authorities were attempting to corroborate accounts provided by Enrique Marquez, a former neighbor and associate of Syed Farook who with his wife, Tashfeen Malik, opened fire on a holiday party packed with Farook's San Bernardino County co-workers. Among the pieces of information investigators sought to corroborate was a possible plot dating to 2012. Marquez has so far not been charged in connection with the attack, but the official, who is not authorized to comment publicly, characterized the Farook associate as an ongoing focus of the wide-ranging inquiry. Late Thursday, Los Angeles FBI chief David Bowdich declined comment on whether Marquez was in federal custody.

Bowdich said an FBI dive team was searching a lake near the site of the attack. He said authorities were drawn to the location because the shooters were reported to be in the area. It was expected that that search could last for "days,'' Bowdich said, adding that they did not know what might be recovered in the search. During law enforcement's initial pursuit of the suspects, authorities saw items being tossed from their vehicle. Authorities later identified some of the recovered material as inert devices fashioned to resemble explosives.

At another location, investigators recovered damaged cell phones believed to be linked to the shooters. It is not known whether the shooters may have disposed of more material at other locations. Because some of the killers' cell phones and computer equipment were intentionally damaged in an apparent attempt to thwart investigators, the official said information, in part provided by Marquez, has assisted authorities in identifying Farook's radicalization process to a period before he began communicating with Malik online, more than two years before the San Bernardino attacks.

17 Dec.`15 - Enrique Marquez, a neighbor and friend of one of the San Bernardino shooters, has been arrested for allegedly providing material support to terrorists, officials said.
Authorities said that Marquez and shooter Syed Farook allegedly began plotting terror attacks in Southern California in 2011 -- "attacks which were, fortunately, not carried out -- and discussed a firearms and explosives attack on Riverside Community College. "While there currently is no evidence that Mr. Marquez participated in the Dec. 2, 2015 attack or had advance knowledge of it, his prior purchase of the firearms and ongoing failure to warn authorities about Farook’s intent to commit mass murder had fatal consequences," said U.S. Attorney Eileen M. Decker of the Central District of California. During a court appearance Thursday, Marquez said that he understood the charges against him and is scheduled for a bail hearing at 2 p.m. Monday. His lawyer did not immediately comment and he did not enter a plea.

Farook's attack on the Inland Regional Center, committed along with his wife Tashfeen Malik, left 14 people dead and another 22 injured. The FBI was investigating the incident as an act of terrorism. According to authorities, Marquez illegally purchased the two "assault rifles" that were used in the massacre along with a pair of hand guns. He also allegedly bought smokeless powder to make explosives in 2012 and went to firing ranges in Riverside and Los Angeles to practice. Contact between the two men declined in 2013 and they ceased planning attacks, Marquez allegedly told authorities.

The earlier planned attacks, which the men never ended up carrying out, were allegedly going to be centered around either a library or cafeteria at the Riverside Community College, which both Marquez and Farook attended, and specific lanes of a major highway during rush hour, the Department of Justice said today. "The plan was for Farook to throw pipe bombs on to the freeway, which they believed would disable vehicles and stop traffic," authorities said in their release. "Farook allegedly planned to then move among stopped vehicles, shooting into them, while Marquez shot into vehicles from a position on a nearby hillside. Marquez allegedly said that he would watch for law enforcement and emergency vehicles, and his priority was to shoot law enforcement before shooting life-saving personnel."

The documents describing charges Thursday against 24-year-old Enrique Marquez say he admitted plotting the attacks with Syed Rizwan Farook on Riverside Community College and State Route 91 in or around late 2011. At the college, where both men had previously been students, the men planned to throw pipe bombs into crowds of students at the library or cafeteria. Investigators say Marquez discussed specific plans to throw the bombs on gathered students at the cafeteria from the upper floors. The documents say the men also identified a long stretch of the 91 freeway with no exits, where Farook would throw pipe bombs that would stop rush-hour traffic, allowing him then to walk along the freeway and gun down motorists in their stranded cars.

Marquez faces an additional immigration charge for a sham marriage with a member of Farook's family.The 24-year-old Marquez was a neighbor and longtime friend of Farook's, and the two later became related through marriage. Marquez and Farook's brother are married to sisters from Russia.

There was a massive roll out of law enforcement equipment during the shooting in San Bernardino, prompting critics to suggest the entire event may have been a multi-agency ‘fusion’ drill. 21WIRE reported on the day:

“This was one of the most impressive mobilizations of multiple local, state, county and federal law enforcement agencies. Within 90 minutes of the alleged ‘active shooter’ situation at Inland Regional, at least 12 different agencies were mobilized, including over 500 armed agents, at least 300 vehicles, over 1000 personnel, 5 SWAT teams, 3 helicopters, 3 mobile command centers, 10 armored MRAP vehicles, bomb squads with “tactical robots” being dispatched.”

And in fact, there was even more evidence of an active shooter drill on the very same day as the Inland Regional Center shootings, according to the LA Times:

“The day of the mass shooting in San Bernardino, my son’s high school was placed on a short lockdown.”

“I listened attentively as he explained the difference in lockdown levels: A Level One is when an active shooter is in the town or city; a Level Two is when the shooter is in the neighborhood; and a Level Three is when the shooter is actually on campus.”

The FBI’s special agent David Bowdich, has been in charge of theSan Bernardino investigation and he was also in charge of the investigation into the LAX shootings in November of 2013, a highly theatrical event that displayed many inconclusive anomalies, along with what appeared to be an emergency related drill. The shooting followed an airport active shooter drill outlining an identical scenario almost exactly a month prior.

As we examine the spy games and drills on display following San Bernardino, it would be remiss to not at least mention that there were several strange media reports and some hoaxing following the attack, including GOP candidate Carly Fiorina‘s comments regarding the gun purchase details in the San Bernardino case. Fiorina stated the following, as she appeared on the Morning Joe Show recently:

“the ATF believes that someone purchased this gun on behalf of the police department and somehow that gun ended up in the hands of this guy.”

Friend of California Shooter Indicted on Terrorism Charges
December 30, 2015 - A U.S. federal grand jury Wednesday indicted the friend and neighbor who bought the guns for the couple who massacred 14 people in California December 2 on terrorism charges.
Enrique Marquez faces up to 50 years in prison if convicted on all charges. They include conspiring with terrorists, lying about the gun purchase, and immigration fraud for entering into a fake marriage. The 24-year-old Marquez is being held without bail and will make his next court appearance January 6. Marquez legally bought the weapons Syed Rizwan Farook and his Pakistan-born wife Tashfeen Malik used in the California massacre. Investigators determined that he originally purchased the guns to use in a terrorist plot he and Farook allegedly drew up in 2012 to throw pipe bombs in a college cafeteria or library and shoot the students as they tried to escape. The two also planned to drop bombs onto a California highway. Farook would walk from car to car through the stopped traffic, shooting people while Marquez shot at drivers and police from a hillside.

They gave up the plot when agents arrested other California suspects who planned to go to Afghanistan to kill U.S. soldiers. Marquez was also inducted for lying about his intent for the weapons when he bought them, and entering into a sham marriage with a member of Farook's extended family with the sole purpose of helping the woman enter the United States. Marquez was a friend and neighbor of Farook in Riverside, California. The two would spend hours together taking apart and fixing old cars, and talking about Islam. Marquez had converted to Islam, but apparently lost interest in the religion. He had been working as a doorman in a bar and checked himself in at a mental-health clinic just after the massacre.

Farook and Malik murdered 14 and wounded 22 at a local government office in San Bernardino, east of Los Angeles December 2. They also left behind a pipe bomb that failed to go off before they escaped in a car to nearby Riverside. They were killed in a gunbattle with police, leaving behind thousands of rounds of ammunition and a lot of bomb-making material in their house. The couple were apparently followers of Islamic State. The FBI says the pair made a commitment two years ago to launch an attack even before they met in person and married. But there is still no evidence they were part of a foreign terrorist group or an organized terrorist cell.
