He tried but failed in Boston during his first term ("the police acted stupidly")
He and holder, numerous times tried to stir things up by claiming the oppositions' sentiments against his policies are rooted in racism....despite the fact that the left and right politicians have opposed each other for decades.

Ferguson is the latest.....but by no means the first attempt.
