It is not just about fuck ups or "bad people". In Christian churches those trained to teach/lead children are taught that if they do not accept Christ by the time they reach their teen years they probably never will and that if they hit adulthood without doing so the chances drop to about nil.

They know they have to reach them in their childhood.
