Islamic Forces of the Allied Coalition have re-entered formerly fallen Ramadi, in Iraq. That comes despite no Republican controlled House and Senate, authorization support. The Republicans clearly do want to take credit for doing anything opposing ISIL.

The matter in the OP is all about the Republican Party, and what is on their Permanent Record. The President asked to create an authorization. The Republicans so far have refused. The Islamic forces have taken away the lands of ISIL, noted in the OP. Not noted in the OP, the ISIL forces succeed mostly if the winning troops are not Islamic, but are from the Wild West of Ted Cruz origins, or the Lunatic West of Donald Trump origins.
