Almost all flood insurance is through the federal government. Insurance companies deny this coverage as it is to risky. So if the government is insuring this, as in New Orleans, they are on the hook.

Totally different, FEMA offers flood insurance, so the people are paying for the insurance. In many places you can't buy property without flood insurance. ACA others are paying for your insurance. Pretty freakin big difference. Another example why you are still full of crap.
