Not really, they had an Autonomous state within the Ottoman Empire called the Mutasarrifate of Jerusalem, and a unique Language dialect of Palestinian Arabic.

Lots of people were without official Statehood & yet owned land, lived there as a majority, and had unique culture.
This has happened to many nations, even ones in Europe too, like Poland, Ukraine, Slovakia, Croatia, Belarus, Latvia, etc. etc.
That doesn't change the facts that Arab Palestinians owned more land & made up a larger percentage of the land, before Israeli Jews stole their land.
