Considering that it was written soon after the people had fought a war to free themselves from England, it is more likely the right to bear arms was to defend themselves against a too strong federal government than against foreigners.

Not really. The units are readily available.

Surely if the prohibition of anything based on the fact that a minuscule percentage of the population will abuse it was a sound strategy why not implement that strategy across the board?
