You can't be honest about this.

Congress holds the purse.

You go by who spent the most. Simple as that. The debt always goes way up while Democrats control Congress. It doesn't matter as much who the president is as who controls congress. Even if they push through a massive tax increase, when Democrats control Congress, the deficit is always high.....mainly because they buy votes....and buying votes is expensive.
