Show me where the law in question requires Trump to have committed a crime to elevate that law to a felony...

The matter was being investigated by the FEC. The investigators finished their report Dec 2020.

Allegedly, he falsified business records in violation of NY § 175.10. You don't have to wait any longer to see that law.

For one, it wasn't even known about until 2018. For another, Cohen was convicted on a related charge in 2019. And Trump, as president, couldn't be touched with criminal charges until 2021, which is when the FEC dropped the matter altogether.

Which means he didn't have to commit a crime. Just the intent to commit a crime is sufficient. As is aiding someone else in committing a crime. As is concealing a crime, not necessarily one committed by him.

When it came down to a vote, 1 Republican and 1 independent recused themselves. The remaining 2 Democrats voted to proceed while the other 2 Republicans voted to drop the matter, citing Cohen's conviction being sufficient for them. The 2-2 tie meant the issue was dropped.

A direct payment would have hurt Trump andmade him look guilty to the voters
If the Congress can pay off accusers WITH PUBLIC FUNDS then Trump can certainly do it with his own money.
