No, Trump pardoned Flynn because of judicial abuse. Trump did nothing nefarious so there was no reason to prosecute Flynn in the first place, in fact, the FBI was going to drop the case until one person insisted on keeping it open for the purpose of framing Flynn.

P.S. And who was that FBI agent? Well, none other than Peter Strzok the FBI agent who, in a memo, said they had 'insurance' against Trump.

“Hey, don’t close RAZOR,” FBI counterintelligence agent Peter Strzok wrote to an agent whose name is redacted but is identified in the conversation as the official case agent. He adds, “7th floor involved,” a reference to the highest echelons of FBI leadership.

This is not over. As you know, prosecutors don't charge every crime they are aware of. From what I've read of the wording of some of these Trump pardons, they are very bad. Trying to write an all-encompassing pardon will probably not hold up. I have no doubt that Flynn and his son have both broken state laws also, while in the commission of the Federal felonies he pleaded guilty to - twice!
