The new XL extension wasn't pumping a single drop then either. Shutting down it's construction had no effect on the amount we imported from Canada.

Maybe a small blip on the speculators screen when it was announced. The rise is mostly due to the slack in refining and a rise in crude oil prices sparked by cut back in Saudia Arabia's production. 60 dollars a barrel is good for US oil companies. It wont spark much new exploration but it keeps them drilling and pumping.

refineries were upgraded to deal with the heavy crude years ago. Additional volumes require little more than adjusting a dial on the control board. Doubtful any additional workers would be needed.
 
Prices would be lower if national consumption were lower. Insistence on overweight, underperforming vehicles is responsible for higher costs for all. Apparently, the American public isn't capable of making rational decisions, only emotional (and erroneous) ones.
