Secret Service is not a political party or work for Harris. They do this all the time. If it was Trump or another government VIP , then they would have done the same thing.

They secure the area.

If Biden, Harris, or Trump have to go to the bathroom, then it has to be secured and probably clean. Toilets should work or it might get messy .

Also they do not want that to leak out to the news how smelly the room was after he or she left.
