I thought that anyone with a security clearance is required to report any foreign agent who attempts to contact them.

Just a report that has to be filled out from time to time.

Well, when the email makes the statement "This is obviously very high level and sensitive information but is part of Russia and its government’s support for Mr. Trump" that's a pretty good clue.
