The One Cent Solution Penny Plan balances the federal budget by 2019.

The Three Keys
1. A Plan that Works

The One Cent Solution is beautifully simple: If the government cuts one cent out of every dollar of its total spending (excluding interest payments) each year for five years, and then caps overall federal spending at 18 percent of national income from then on, we can:

  • Reduce federal spending by $7.5 trillion over 10 years.
  • Balance the budget by 2019.
Moreover, instead of using inflated budget “baselines” to claim nonexistent spending “cuts” a common practice in Washington, the One Cent Solution calls for real cuts. Under the One Cent plan, the sum of all discretionary and entitlement spending will have to go down from one year to the next, by one percent or more.

2. Legislative Strategy
The One Percent Spending Reduction Act of 2011 embodies the principles of the One Cent Solution. Also known as the “Penny Plan” on Capitol Hill, this legislation was introduced by Congressman Connie Mack (R-FL) and Senator Mike Enzi (R-WY) and is currently supported by 71 Members of the House and 13 Members of the Senate. The “Penny Plan” legislation would cap overall spending to fit within the One Cent Solution targets. The legislation then calls on Congress to evaluate all areas of the federal government to make certain that future spending fits under the caps.

Under the One Cent Solution or “Penny Plan”, not all programs must be cut by one percent. Congress may determine that some programs are too critical to cut, but that would require that other programs be reduced more so that the total amount cut is equal to one cent for every dollar each year for six years.

For example, let’s say the federal budget only had three programs, each with an annual budget of $1.00. How might Congress meet the One Cent mandate?

  1. Congress cuts Program A by one cent every year for six years. That means the annual budget for Program A is $0.99 in year one and then $0.98, $0.97, $0.96, $0.95 and finally $0.94.
  2. Program B is found to be essential and efficient — Congress chooses not to cut Program B.
  3. Program C is outdated and needs to be restructured — Congress cuts two cents each year for six years from Program C.
In this example, Congress is able to make program-by-program decisions to bring spending within the One Cent Solution caps. If Congress fails to make those tough decisions, then automatic, across-the-board cuts would be imposed to make sure the caps were enforced. The One Cent Solution is a “belt and suspenders” approach to making certain spending is brought under control and the budget is balanced.

3. Public Support

I'm failing to see what this has to do with anything.

So the passed some resolution based on something that has nothing to do with anything. So what?

Questions that need to be asked are. If liberals who are more interested in politics than education run things, then why haven't the right ever done anything to change things?
Why has this situation allowed to exist and stay, even when Republicans run a lot of states and half the time run the USA?
And many more questions on such a line.

Government controlling anything is dumb. It has proven itself to be ineffective and inefficient...along with lots of corruption designed to enrich the elite and connected.

We have increased the welfare roles on size and items over time...........from phones, houses, paying power bills, and more more more...........

Your side thinks that it is any program your heart desires even when we have to borrow to pay for it. Increasing our debt and payments on interest for this debt...............

You ignore this debt, and say look Johnny stubbed his toe........The Gov't needs to pay for that.................when it has no means of sustaining the financial burdens of the country which is destructive of the economy and our dollar.

The Feds have too much power and too much Red Tape..........increasing costs that they cannot afford to pay....

A citizen's health is more basic than his education.

Common core more or less. I don't hate Geography, I liked it at school. That's not the point. The point is that subjects are only as useful as the skills they are being used to transmit.
Reading, math, are essential to life. I won't put this in the list of subjects that are not needed unless as tools. Science has its place too, at least on a basic level for basic understanding of the way the world works.

I don't agree with History. Often history is what people have written. History only becomes important to learn skills, when you learn how to read history, to use sources, to make decisions on what is important, and to come to conclusions on your own. These are the skills that are essential, rather than the actual knowledge.

I'd say tech and trade schools should be more widespread, more developed and made on par with normal education.

Reading a map is hardly all Geography is about. If reading a map is an essential skill, then teach the skill, but it doesn't take 5 years or more to learn to map read. And know our history is important? Again, we go back to who wrote the history.

I'm ot talking about supporting Michelle Obama's lunch program. Again, this is another time when I use an example to explain an issue and the example gets taken instead of the issue.
The issue is that a lot of people are failing the education system because they don't seem to know what is best for children in school. That people are willing to see a lack of education pass as education.

Why kids would be given bad food in schools is beyond me. When bad food is passed off as good healthy food it's even worse. What are you teaching kids? You might as well teach them that the blacks enslaved the whites in the South.

There is over $1 trillion dollars of student loan debt on the books now, that is insane. This debt will set back our young people at least a decade or more financially. Buying their first new car, new house, having kids, e.g. things that drive the economy are all delayed due to young people being slaved out to pay off this student loan debt. Worse many will turn to credit cards at 18% to 29% interest.

who was the old timer that said either you are a made man or a slave for another man? if you'd work for the heaven of a few, why wouldn't you work for the heaven for the many? makes no sense. Americans are so afraid that one person will bilk the system that they set up elaborate systems of fraud detection that cost far more than the losses which occur because of fraud or abuse of the system. Every single program has "means testing" which duplicates the means testing of other programs. It's one thing to talk about how much money is spent on social programs, but how much of that money is actually making into the hands of the people it's purportedly supposed to help and how much is spent on administration of these programs?

Food stamps, is one example of a program which layers means testing on top of other means testing. And recipients are required to spend the money in stores taking electronic debit cards which restrict their shopping to supermarkets and other corporate entities. The cards can't be used at farmers' markets or fresh produce stands where the consumer gets more nutritious foods at a lower price. It would be far cheaper to increase general welfare, or earned income credits to put more money into the hands of low income families and let them spend the money where they see fit.

Someone published a list of all of the programs under which the poor were able to obtain money from the government, but each program was separately administered, often by different government departments or even by differing levels of government, required separate means testing, and a whole separate government department for administration. While it can reasonably be argued that such administration provides jobs for the unemployed, it also adds to the costs of such programs.

Means testing is an expensive process. In Canada, they did studies which found that the cost of means testing was more expensive for some programs than universal coverage, and that was cheaper to make some programs available to everyone, than it was to eliminate those who didn't need the money.

In the early 1990's, the Province of New Brunswick was able to cut $300 million from the provincial budget and balanced the budget, without cutting government programs or services. It was referred to as McKenna's Miracle (Frank McKenna was the Premier of the province at the time). Basically, the province cut $300 million from the costs of administering government programs by streamlining the system under which they were administered, and removing the duplication of work between departments and programs.
