Actually he invested it in his cronies, and then ruined the oil production capacity of the country as only a government can do when they nationalize the means of production.

Oil prices went back up, why couldn't they fix things when that happened?

Venezuela officially nationalized its oil industry on 1 January 1976 at the site of Zumaque oilwell 1 (Mene Grande), and along with it came the birth of Petróleos de Venezuela S.A. (PDVSA) which is the Venezuelan state-owned petroleum company.

And Chavez finished it in 2007, making it a poor choice for investing in. PDVSA still had some autonomy before 2007, and that allowed them to attract investors.
