Because, thanks to Jimmy Carter and his liberal compassion, people like the "Elf" would of been put in a rubber room, so he couldn't hurt himself or others. Now the world is full of crazy people, who do immoral things and the rest of US have to deal with the bullshit.

First, you might want to recheck who was in charge when we made it far more difficult to institutionalize the mentally ill.

Second of all, comparing some guy who wants to kill people with a guy who wants to change is appearance is bullshit. The guy in the OP is not hurting anyone. Why is looking different such a threat? He didn't ask for tax dollars to do this to himself. Basically, it is no business of anyone else.
