Interestingly enough, there are only 4 states where it is still criminalized. In all the other 46, it is either (a) legal, (b) allowed for medicinal use or (c) decriminalized (meaning you won't go to jail for a small amount, just fined). And, those 4 outlier states are starting to look at decriminalizing it at the least, possibly legalizing it outright.

And, I remember when CO first legalized it. Was interesting to see the parking lots of the dispensaries there, as over 50 percent of the license plates in the parking lot for the cannabis shop were from places OTHER than CO (in some places there was only 1 CO tag in the entire parking lot, the other 15 or so were from out of state). That basically means that people in states where it was illegal were traveling to CO so they could buy it legally, and then taking it back home (smuggling it if you will) for their own use.

Plotts had 39 more bullets on him. He intended a mass shooting, Whelan said.
