Actually it makes a difference. Since different weapons require different degrees of "intent", with guns usually requiring the least level of "intent", whereas means like strangulation requiring the highest level of "intent"

Yes. Very recently, a racist used his SUV to run over a number of folks at a parade. He killed a number of innocent people, including the elderly as well as children. He showed no remorse at all and was found guilty of a mass killing. Ban all SUVs, I say.

I see where you're going with this, but remember, there have been cases of building collapsing due to faulty construction or maintenance, and the owners charged with multiple/mass murder.

Actually, that isn't true...that used to be the standard, but under that standard, you didn't get enough actual mass public shootings....so obama lowered the number to 3 killed.......and that still didn't give them a lot of actual mass public shootings.....
