Islam is an identify. It is a "nation", if you will. It is primary. In order to have a nation-state, one must identify with the nation first and foremost, and then have borders (the state). Muslims make poor citizens because their national identity is Islam. Sure, there are some moderate, non-psycho muslims that are happy to consider themselves as American first. I have met them. But they are, I believe, the exception to the rule. Moreover, they can change. I have known muslim men who love being American, only to see something go wrong in their lives and then, for example, the wife goes all Muslimy again while the husband stays liberal. Muslims' identities may shift over time, then may shift back.
