I don't think that anyone can survive on 14,000 a year.
Bump that up to 14. 50 then it is 28,000 a year and you still have state and local taxes to pay.

Food, shelter, clothing, medical, and transportation to get to work

It's not the govt's job to manage your income or expenses.

Anyone who works for minimum wage for more than 2 or months isn't worth minimum wage.
