There are plenty of police. There are however a limited amount on the streets on each shift. Many are working in precinct buildings and headquarters. Many are off. Many are injured or not. Many use liberal sick policies from time of the month to pregnancies also to take time off. Other reasons may apply. Also investigations into complaints on a cop may give the person desk duty or time off. So what percentage of the force is on the streets at any given time? And of course...the lawyers...oh the lawyers.....Lawsuits abound for all sides.
