The military always uses older computers and operating systems.
First of all, the military never throws anything away, and has the expertise to keep them running forever.
Second is that the older the hardware and software, the less vulnerable it is to hacking and EMP damage.
That is why NASA still uses old 1980's computer chips in its space programs.
Third is that this was NATO computer in the hands of not-yet-NATO organization, so NATO would have given them their old stuff.
