The US always conducts bio research in other countries in case there is some sort of accident.
Less expensive that way and would violate US laws here.

Gain of function research is worth the risk.
Since it will happen eventually anyway, it is better for us to make it happen, so we can be prepared for it when it does happen.

The problem is not the research, but if it got out and who goofed if it did?
