Says so in the higher ed act, so it is the part that says congress makes the law and the POTUS executes them.

It was meant for members of the military, not deadbeats who majored in gender studies and can't find a good job.Well you are partially correct. It can be used today as it is still law. It was not confined to those military involvements. It also was not confined to military personnel. They relied on: "or (4) suffered direct economic hardship as a direct result of a war or other military operation or national emergency."
