The Democrats had complete control of the legislature and did nothing to change this. Still believe they care about the poor and middle class?

Civil forfeiture sounds like something that happens only in Third World countries. It allows police to take property they suspect has been involved in a crime even if the owner is never convicted or even charged with wrongdoing. Innocent owners bear the burden of proof if they hope to recover their valuables, a burdensome and expensive process. Making matters worse, the police are often allowed to keep the proceeds of the items they seize, which encourages “policing for profit” as the Institute for Justice has so aptly labeled it.

Did the GOP send a bill to legislature to end the practice?
The practice is unconstitutional you know...which only garners more distrust of the so called law enforcement sovereign citizenship of pigs...
 
In California the agency imposing the asset forfeiture did keep the majority of the value of whatever was seized. By the rules governing asset forfeiture none of the monies from it could be used to replace monies in the regular operating budget. Further the head of the department decided how the monies would be spent.

In our agency some of the asset forfeiture money was used by our Sheriff to buy and install the AFIS (Automated Fingerprint Identification System) computers in our jail. Really helped a lot in identifying an arrested person's true identity.
