Accordingly, it is necessary for those in authority over kids to nurture them into appropriate sexual manifestations, AT LEAST UNTIL they begin to have a sexual "identity."

I don't believe you understand the issue. Funding is not the problem because some of the most highly funded school districts have some of the lowest grades. A lot of school funding from the government is going to the unions.
