As I understand it, it would place a cap on federal money per Medicaid enrollee, and block grant that money to each state. That would effectively reward each state that did not expand Medicaid eligibility to allow them a portion of increased federal spending on Obamacare while reducing the amount of federal funds going to states that chose to expand mediciad.
And any protections for those with pre-existing conditions are not yet specified by the senators who drafted the bill

On the upside, the "liberal" policy wonks say it'll cut Obamacare spending by 17% over ten years while keeping the Obamacare taxes.
Of course, the Orangatung has pretty much thrown tax reform under the bus, so worrying about deficits may be just bourgeois thinking on my part
