it was actually working under LBJ because a living wage and so many blacks were going to college at the time, but that ended with Nixon and especially Ray gun.... we need the whole operation to turn this around. a living wage health care, paid parental leave great infrastructure and vacations and taxing the rich, ID card to end illegal immigration to go along with the cheap college and training, like every other modern country.

And that would mean more than just tuition like they had in England doing it on the cheap or France with not enough colleges.
