In July, Microsoft announced a “Rural Airband Initiative” to invest in partnerships with telecommunications companies to bring broadband connectivity to 2 million more people in rural America by 2022.
Business will always build the infrastructure necessary (and more efficiently and at a lower cost) because it will ultimately end in more sales or lower cost for them.

Black markets would be "playing a cat and mouse game" with Government. That increases costs and reduces efficiency. Anarcho-Capitalism, would be more efficient, in that case.

Poor is relative; poverty is has a specific meaning as Defined, by Government. That is the whole and entire difference.

Caveat emptor would be the custom not an FDA label. Of course, Government increases some inefficiency for purely profit driven private sectors. Establishing goal posts, is what Government is for.

Poverty would be not being able to enter that sector, versus merely being poor in that sector instead of being very well funded, and competing with capitalists, who are very well funded.

Capitalism can flourish better, within the "goalposts" established by Government.

The issue is, Government is a form of socialism. Socialism requires social morals for free.

Consider that, if we were not in moral poverty, we would only need, Ten simple Commandments from a God, not the Expense of Government.
