Well, the pineapple express will indeed alleviate part of the drought. Much more needed, however. And rapid and large amounts of rain on very dry soil creates it's own kind of havoc.

Barring technological breakthroughs, desalinization is far too expensive for agriculture. Increased storage will help, but is also limited by available places that can be used. One method that would help is to identify feeder formations for aquifers, and create dry wells for recharging the aquifers during wet periods. And controling how much water is taken out of the aquifer in non-drought periods.

When you take a look at the produce production of the state its quite remarkable. California supplies 50% of all vegetables in the US. 70% of all celery consumed annually comes from CA. Yet we are going dry.

All these crops, not to mention the vineyards, need the H2O.
