The reason is the 2014 resolution by Iraqi Parliament requesting foreign coalition military assistance to fight ISIS, who had established strongholds by annexing large geographic territories throughout Iraq and Syria -- a region it referred to as its "caliphate" -- which was under ISIS control militarily and governmentally (imposing their brand of Sharia law). That resolution resulted in an agreement with Washington, whereby the US-led coalition would train Iraqi military troops (the Iraqi military crumbled when ISIS swept through Iraq) and assist in defeating the ISIS caliphate, which was accomplished in 2019 when the final ISIS stronghold in Syria was defeated. Do people really not know this?
