I did business taxes for years and was only allowed to carry it 5 years, but in the case where you have many business operations the books can be cooked to make it into a long term write off...Actually, the tax experts when this came out and they reviewed the filed tax returns said he had 15-17 years to write it off...not 5, maybe it has to do with corporate or business taxes?Which does seem suspect since 5 years is the max on a loss...his leaked taxes from 10 years ago that came out during the primary....shows his 900 million tax write off, paying ZERO in taxes, and near 20 years to write off the rest of the loss....Source?Everybody but Trump, Trump doesn't have to pay taxes going on 20 years now, he's too rich to have to pay taxes like the peons have to....

It's not soros paying anyone, he gives his donations to nonprofit organizations who may or may not be organizers of people protesting... there is no 1099 for Soros to fill out for this thing in North Dakota.Only if you owe do you have to file..The IRS does not handle state income taxes of any state. This is traditionally how you put criminals in jail. Nothing new really. You don't file, then you evaded, if you do pay, it proves the protests are funded. Win-win.
Thing is, if Soros doesn't 1099, he goes to jail.
