ABC News’ Justin Fishel and Jonathan Karl report that sources close to the former FBI director say he will not claim that Donald Trump attempted to obstruct the investigation into Michael Flynn."
“He is not going to Congress to make accusations about the President’s intent, instead he’s there to share his concerns,” the source said, and tell the committee “what made him uneasy” and why he felt a need to write the memo documenting the conversation."
So Comey will bring no evidence before Congress. Instead, he will be there to talk about his 'feelings' and his 'emotions'.

Comey being a citizen cannot state it was obstruction of Justice--he is just going to testify what happened--what was said by Trump--and the legal eagles--congress--and the special prosecutor will be the ones that will decide if it was Obstruction of Justice or not. If Comey is asked--in your mind--is this Obstruction of Justice--he will refuse to answer that question.
Since this investigation has turned into a Criminal Investigation--there's really not a lot anyone can say. However, since Trump has publicly attacked James Comey--either on T.V. or via his tweets--he cannot claim Executive Privilege. Comey has already met with Robert Mueller, the special prosecutor and has been briefed on what he will be able to answer and what he won't. If the question comes up--"Do you believe that Trump was trying to interfere or obstruct justice"--Comey won't answer that question, since this investigation is in the hands of Robert Mueller. Mueller will answer that one eventually.

Like a courtroom you will be a witness--but not the jury. You'll be asked specific questions as to what you witnessed but you can't answer if the person is guilty or not.
