There was a clear and undeniable double standard going on at the time. Although "Durham’s report says it “does not recommend any wholesale changes in the guidelines and policies that the Department and the FBI now have in place to ensure proper conduct and accountability in how counterintelligence activities are carried out.” Personally, I doubt very seriously that whatever guidelines and policies that are now in place will change the behavior of the DOJ/FBI. They have been and continue to be political weapons to be used against the opponents to the Democratic Party; the names and faces have changed but the misconduct has not and will not. And frankly I do not see Trump or any other GOP president being able to change the mindset. While the rank and file DOJ/FBI personnel may or may not be ideologically bound to some degree, clearly the upper echelons are, and the next person brought in may not be any different from the last one. Can a thorough enough housecleaning be done in 4 years? I doubt it.
