Congress and parties in general will always poll low, because people aren't pleased with different factions within their own party, it doesn't mean they will vote for the other party the next election.

When it is engaged in 2 wars and enacts an unfunded mandate in Medicare Part D it does. Bush squandered a surplus with his tax cuts and wars. Those have to be paid for and the best way to do that is with sensible cuts and increasing revenue.
