While not directly apologizing, he came far too close for many of us and sounded far too interested in the lives and interests of the world in general and other nations particularly over American interwsts.

In other words - Mr Obama continued his extensive litany of speeches where he has made underhanded or backhanded insults/apologies at or for former American actions in foreign nations and made statements that could be taken as criticism of existing/former US policies around the world. He's smart enough not to make direct apologies but continues to side with foreign governments and people's over Americans.
