Besides..............don't the police have detection kits for explosives? I'm pretty sure they do, and they could have done a test of the briefcase and components and found out easily that it wasn't a bomb.
They didn't have to arrest him, and, they very well may have violated his civil rights, because the police refused to allow him to have a parent or lawyer present while he was being interrogated. I'm pretty sure that when it comes to something like this, a parent is required to be with their 14 year old kid.

If the police didn't follow procedures correctly that is on them, not the school for being vigilant.
