The only reason obummer is announcing something about the Russians is that he has no intention of actually doing anything in reality. ew, ew watch out for this guy, he draws lines in the sand and when they are crossed by those he wanted not to he goes and plays golf. Again, the dude talks the talk, but can't walk the walk.
Maybe he is in the same mold as Clinton, says one thing in private and something else in public. I just know that announcing what you'd like to do, rather than actually doing what you'd like to do is nothing more than announcing a presence of authority with no intentions.
The fact is, IMO, obummer doesn't know Russia did anything. He is trying to look tough on his last days and failing badly at it, cause he won't act tough.
