When they survey people and are told they are out of work and not looking for a job, those people are not counted as being unemployed. Therefore the unemployment figure decreases.

That didn't change until the drastic drop in fuel prices where Americans across the country were seeing savings from $50.00 to $500.00 a month. That's the only thing that kicked our economy into gear because people put that new found money into circulation in the economy.
