It was the treaty that GAVE the Ukraine independence, and it was contingent upon the Ukraine NEVER attempting to join NATO.
So if the treaty is violated and now null and void, then the Ukraine reverts back to being part of the Soviet Union.
The Ukraine does NOT get a say since they agreed to the terms of the treaty originally.
They now can not change the terms.

In 2014 Ukraine overthrew the pro-russian government and had true independence.
