A French court decided lately that when concerning the lawsuits against the Israeli railway in Jerusalem, Israel is not an occupying force in Judea and Samaria, neither in Jerusalem.

The decision was due to the lawsuit of the "French-Palestinian solidary movement" which claimed that the Israeli railway in Jerusalem crosses the green-line, and therefore disrespect the Geneva agreements.

The French court rejected the Palestinian claims, saying that according to the Hague convention (Article 43), legit will be the occupying authorities in the specific territories, if and when in those territories, there is the attempt to keep order and normality.

Since the Geneva convention is about agreements between states, it doesn't apply, says the French court- for the simply reason that the PA and PLO are not recognized as states.
