I understood the logic of this institution. This is absolutely clear from the history of Rome.
The Senate originated from the congregation of the elders of patrician families. The patricians were politically full because they represented the local tribes, and the plebeians came from emigrants. Thus, not all were full citizens there.
The lower house was created in order to defend the rights of the plebeians.
But since now there is equality in society, it means that representation in the lower chamber is not required.
