The "work product" of the Mueller team was INDICTMENTS. Their "report," legally, is nothing more than (a) the indictments that they issued, (b) their referrals, where appropriate, to other Federal prosecutors, and (c) their decisions NOT to indict others who arguably had been accused of Federal crimes.

(a) and (b) are already known, to the extent it is appropriate to be known. (c) is always confidential. You do not publicly slander someone whom you have decided should not be indicted.
